Federal Scholarship Tax Credit

Governor Kathy Hochul shared in a private meeting that she is supportive of opting New York into the new Federal Scholarship Tax Credit, a program that could dramatically expand educational opportunity for families in our Brooklyn and Queens Catholic schools and in all schools across our state.


If New York opts in, beginning January 1, 2027, eligible taxpayers could receive a dollar‑for‑dollar federal tax credit (up to $1,700) for contributions to approved scholarship‑granting organizations like Futures in Education. These privately-funded scholarships would help families access the education that best meets their children’s needs—without reducing existing public education funding.


Following the meeting, the Governor’s office noted that while she is supportive of the program’s potential, she would like to review the federal rules carefully before making New York’s participation official. While this is not yet a formal opt‑in, it represents the strongest signal of support to date for bringing this opportunity to New York families.
If enacted, this program could unlock tens of millions of dollars in new private scholarship funding each year—funding that would remain in New York and directly support students in our communities.
